I am in receipt of your Lordship's letter 2-2364/97 referring to my application for re-employment in the Hong Kong Police Force, and in reply I most respectfully beg to be permitted to withdraw my application unless I am appointed by your Lordship.
Being formerly in the Detective department of Hong Kong, where the force had been almost annihilated, and being familiar with the desperate and revengeful character of the lower class Chinese, and the dread they had of the Detective Force, and thinking it would be difficult to replace those officers in so small a force as the one in Hong Kong, and being always anxious to serve my Country, under the circumstances I offered my services, thinking that...
